The one drawback to Cannister shells being easily available on the consumer market; is that it's an easy way for young people or even older people for that fact; to get access to large amounts of flash powder. Then used in making large "explosive devices", and having the nerve to call them "Firecrackers". I read about a 19 year old young man who was doing just that and was caught using them (neighbors reported hearing loud explosions in the woods for months) and he was charged with Felony explosives. He had acquired material in his house that law enforcement couldn't wait to detonate it and used a nearby community trash site to do it late at night. The detonation was heard by the neighbors. The man fully documented his work on YouTube.
