Odd ATF newsletter

Hey everyone i just got this email from atf today. I thought i would post it to you guys to get your opinion on what it really means

Nothing odd about the newsletter. The ATF does send out newsletters periodically. In regards to the article on Articles Pyrotechnic, I don't think this is really new news. China has implemented different criteria than the U.S. and Articles of Pyrotechnics may be shipped from China as 1.3. The ATF allows for this as long as the products are re-labeled once reaching the U.S. to their proper classification.
