I was browsing Flickr and I came upon this excellent image.

Do you know how to achieve this effect?

Looks like there is a costumed person controlling this firework effect. And perhaps this is a homemade thing.

How long could he make the sparkles continue in a moment?

My guess is that's just a fountain and the rest is the magic of photography. It looks like the fountain may be attached to whatever that person is holding in the air and they are waving it around above the crowd.

Other countries have festivals and part of the festivities is people running through raining sparks from fountains/gerbs. It appears this is a still shot of one of these types of event celebrations. For instance Tultepec Mexico, check out this video on the burning of the bulls...

Sparks? LOL........mere child's play when compared to what these young Italian men do during a batteria. Please take note of the precise timings with traditional fusing, no electrical firing here.

Much thanks on the cool links! The "Palio delle Batterie" was pretty wild and during the daytime. The festival in Tultepec is at night with lots of sparks; that looks wonderful. That's a similar thing to the photo. Thanks

Those white sparks are created by using titanium metal.
It's basically a fountain attached to a pole.

Some "Fire Dancers" use a large piece of steel wool on a line--light it & spin it around them. It creates a beautiful display of sparks.
