Engineer Cat, you are so right. Here in Canada its regulated that 1.3G be stored in magazines, with appropriate safe distances between them depending on shell caliber. Our facilities are even inspected regularly, to ensure compliance. Right down to keeping the magazines free of un-necessary flammable material such as cardboard, as if the shells weren't flammable enough.
