Making stars for shells. Can I store them or is it illegal?

Hi all

Have a question about making stars. If someone makes stars but doesn?t have a storage magazine do you have to shoot them the same day you make them?

ATF requires stars to be stored in a magazine. You might want to look into a job box style mag for this.
