no more 3" noabs?

I was watching this video and long about the 8:20 mark he begins talking about there new noabs and says they have to b 2" because china is now classifying all 3" racks as 1.3. I know its not actually a 3" shell in there and i only get a 3" rack for effects i cant find otherwise but it looks like every1s favorite 3s are now going to be 2's. I haven't been able to find anything else about this topic other than the limited he speaks of it. He does say they r looking for some form of work around but doesnt sound there yet.

They're not really 3" anyway. Heck, there aren't even 2".

The net explosive weight limit on 1.4g items is well below what will fit in a 3 inch shell. The marketing gimmicks are starting to get cut down and that is a good thing.
