ATF Approved Magazine in a Residence

I am working with someone currently attempting to obtain a Type 54 with a magazine in their residence. They are asking my advice on this. They are citing these documents I'll provide in the links below. I personally have not heard of it happening. Anyone have an opinion on this? The date on this ATF document is 2002.

I think it could happen, BUT I don't think it would be the ATF that would stop it. If you have all the docs they are listing, they would have to approve it as it is written.. I think it would more likely be a lower level that would say no (fire chief, county, state ect.) Depends on where the location is. I know my agent said it was possible to put one in your basement, but you need ALOT of research and ALOT more other people that need to ok it BEFORE the ATF, 1 no and it won't happen.
Pa for instance (Commonwealth state it is) these municipalities don't like something, they just pass something to get rid of the hassle (that way with fireworks for years) Our little town has a quirky little one, no idling of diesel powered trucks over 5 tons in the city, fine $300...

I did all my homework BEFORE even contacting the ATF for my magazine. ATF was the easy part, everyone else was the work.....Just my 2 cents
