Most of your "smaller" 1.3 cakes are not ported and have visco only to light. I'm comfortable poking 1.4 items and adding an initiator or e-match for instant lift using a brass awl. I've seen the videos and so far always a 1.4 product in video. How safe or should I ask, can poking a fuse only 1.3 cake to insert an initiator or e-match be done?

Joe---same principal in 1.4 & 1.3 cakes---fuse hole into lift powder covered with a cardboard disc with a hole in it, then the "goodies"--aka "insert" and another cardboard disc to keep it all in the tube.
The only difference between them is the amount of composition they can contain. So, if you can do a 1.4 cake, then you can do a 1.3 cake. Same technique...and, as always, when poking a cake, be sure it is pointing away from you and any other items and use a non sparking [brass awl] tool. Insert the shroud & put a piece of tape over the hole.
