I was wondering if any one had a chance to read any of this? And if any of the changes apply to hobbists? Being new I'm not sure what has been, and even if this applies to hobbists

I read it. It seems to mostly codify what rules will be in place should you have a license revocation hearing. It specified things like you can have a lawyer present and some basic things like what things can be used as evidence at your hearing.
