Time for me to renew my CDL Hazmat Endorsement, I cover some of it her including failing my first attempt at renewal. I also include some of the forms to see how burdensome the process is.

Question: Do folks primarily get their CDL with HAZMAT for working commercial shows run by a company? Or does anyone actually carry their own commercial transport policy? The quotes I got were above and beyond pyro/blasting/display coverage and in the thousands of dollars.

With the exception of full time pyro employees, there is group of part time pyro's that only do a few displays a year. They maintain the CDL with Hazmat just to do those few displays and the convenience of being able to pick up your own show. When you are using the display product not in commerce you do not need the special drivers license.
I believe you are referencing transportation insurance to move the 1.3 product in commerce on the highway. The price of that insurance is very high.

This reminds me of when I was a kid and the circus came to town. A bunch of us kids went to watch them set up the tents. At one point a circus worker came over and asked if any of use wanted to work for the circus for the day. Of course we were all like "YES"! So they picked a couple of kids. I was disappointed because I wasn't picked. Later that day I ran into a couple of kids that were picked. I asked them what they did and what they got paid. Turns out they busted their butts in the heat assembling bleachers etc. and their pay was free ticket to the circus. Most of them already had tickets and tickets only cost a couple of bucks in either case. I ended up with one of their free tickets and didn't have to lift a finger. Sounds like some of these display companies are no more than circuses....lol

Here is a page out of the Pennsylvania Hazmat manual. Last I heard according to the ATF , there is no longer such a thing as a Safe Haven to leave an unattended truck with explosives. Yet here it is in the current state hazmat manual. That whole "Safe Haven" concept ended in 2003 when the Feds took over explosive regulations for all states. Listen to my video above if your new , I explain the Safe Haven concept. I would be curious if this appears in other state hazmat drivers manuals.

I always wondered how they came up with that designation. Reading the rules, it makes sense that you can, say park in a fenced and locked equipment yard that belongs to your customer, vendor, etc. But how did they decide on other places.

Does a committee sit around a big map and say "Society would not be significantly harmed if this Flying J were to be destroyed. Go go for it." ?

I passed the written test for renewal of my Hazardous Material Drivers license. The next step is go to get fingerprints. I studied up this time before taking the test.
