Hey y'all in down here in VA where we are limited to what is legal mainly fountains are the biggest things we can use. I do time to time travel where other items are legal and bring them home. My question is if I were to get licensed would I be able to use these items legally?

No. Assume you are talking about the ATF license. Even the largest fireworks companies in United States need permits in most area. You will be permitted to buy 1.3 products and transport them

sadly I don't believe their are many lawmakers that have any sense at all
