All of this over undeclared fuse? Maybe I'm missing something here?

Interesting! From the above papers, it appears someone tipped off the government that there was some fraudulent invoicing practices. Speaking to another fireworks owner, there are some pretty shady fireworks companies these days turning other companies in. Wonder if the same happened here?!

Bond was only 25k..... He probably will only get a slap on the wrist but won't be handling fireworks anymore.

From what I'm gathering above, it is a matter of fraudulent importing documents being used to hide what is really being brought into the country. They keep using the term "unapproved fuses". And there are numerous references to one product intentionally being disguised as another.

I don't think they'd get Federal indictments over "oops" things like forgetting to declare something. They were intentionally trying to hide what they were doing, and the Feds do not like that at all.

You see that arrest warrant is dated June 26 , 2018. One week before the July 4th holiday. That is usually how they do fireworks people in legal circumstances. They try to bust up your operation during your busiest time of year. Over the last 4 years I kept hearing the Feds were hot on fuse for some reason. Now we know why. Not sure if anyone ever heard me say this, the Feds have a high conviction rate because they don't waste their time on BS. They apparently have been running this case since 2012. I suspect they have a mountain of evidence. Then what gets me is , they wait until one week before the July 4th holiday 2018 to issue the arrest warrant.
If I look at this from another point of view, a shipping container full of various speed rates of fuse is probably as dangerous as a container full of 1.3, I suspect it will mass detonate. I wish I knew regulatory requirements, The questions is , what is the classification of fuse in bulk? I'm also thinking this was all around that same time when the industry was importing bulk 1.4 canister shells and building the kits once they arrived in the USA. Thus, importing fuse in bulk to later build into smaller packages may have been common. It was later determined that bulk 1.4 canister artillery shells could only be imported as a 1.3 product then reclassified back to 1.4 once packaged. I'm no expert but this is some of what was told to me.

A year (2018) ago I noticed in my vendor catalogs regulated and non-regulated visco fuse. Didn't understand why the breakout and failed to as why. What was even weirder was one of the vendors had both for sale. So to make it easier on myself I just bought the non-regulated visco for my fusing needs. Also, this years (2019) catalogs failed to list a regulated visco fuse.

read a few articles and i believe it was in passfire too.. about mr ding.. pretty crazy one man can have that much power over an indusrty... one article said he now owns trucking companies in the US too.. so he has total control over the entire distribution!!!.. and yes a few years ago it started getting hard to buy fuse in bulk.. that is why mostly you now have to buy it in pre packaged 20' rolls
