People thought I was joking when I talked about Florida consumers signing a paper to buy fireworks stating they had a bird problem and needed them to scare away the birds. You can that referenced in the article you posted. This is how they continued to sell M-80's past 1966. They were only for agricultural use only. I heard the ATF cracked down on the Bird Banger full load cartridges. You now need an ATF license to purchase those for your "Bird Problem".
I like how that woman from Galaxy Fireworks said she is in favor of the new fireworks freeze. To quote one of my anonymous fireworks business sources. "People that sell fireworks love monopolies". They never figured we can ship fireworks into the state for delivery.

Tent sales during the Fourth and new years selling seasons sell a full line if class c product inclined shell kits, firecrackers and rockets. Those darn sandhill cranes do a number on my lawn so I use them as my excuse for buying fireworks. lol.

Another interesting nugget in the article was the statement "There hasn't been a major fireworks incident in the Tampa Bay region since an arsonist set off a chain reaction in a Pasco County fireworks tent in 2007." That should send a loud message to all the "safe and sane" proponents out there that consumer fireworks are not an inherent guarantee of mayhem and destruction. It is possible to trust "we the people" to not blow up or burn down our cities 99.999% of the time.

Yes dave the paper is a joke.. fireworks are set off here all year round where i live in florida and nothing is done. That paper is incase someone gets hurt or starts a fire with the fireworks whoever purchased gets sued.. But vendors started only making you put your name and date to purchase them not fill the whole paper out.

Honestly the Florida fireworks laws are out dated and needs an overhaul.. these laws are hundreds of years old..

Here is an interesting find. I looked at the location of that fireworks tent fire in Port Richey Florida. The company that set up the tent was Galaxy Fireworks. When I look at the street view of the site. I see they set the tent up next door to a fireworks competitor.
.
In this video you will see the "Stop and Play" sign. Maybe they leased out the parking lot.
