Whenever something is attached to a frame or grid it is referred to as a "Set Piece". The unit on the ground is a Wheel...there are many types and configurations of these from just one or two driver devices to very intricate design patterns that change color and shape. Yes--"Lance" is the name of the individual tubes filled with pyrotechnic compound that are attached to the framework.
