Hi guys
Which universities or institutes offer pyrotechnics as a subject in any semester?

To the best of my knowledge there are no "formal" course studies directly pertaining to pyrotechnics. Almost everyone learns the craft from apprenticing with experienced technicians. Much can be learned in seminars held at places like PGI.
Paul Moulter does offer a "Bangkok Pyro Vacation" deal where you are taught the art of building both Italian and Maltese style cylinder shells while spending time in Thailand and being taken to different Pyro events and festivals there. You can do a Google search for information on that or PM me if you would like his contact information.
