Magazine Walls?

I was reading the ATF Orange book. I noticed that it reads that when building a wood frame and walls. That it shall be filled with Dry Sand or uncured concrete. My question is, wouldn't this cause too much weight and rot? Also am I reading it right? Please sound off.

I do not have an ATF License. I am looking into one and was just curious on this part of the orange book. I have been working with fireworks off and on for 20+ years.
