New York State consumer 1.75 shells?

Hi guys just wondering if there's anyway you can use consumer 1.75 artillery shells in New York State?
If so how do you go about getting a permit?
And what kind of licenses do you need if any?

Really, you will need to get your New York own and posses and New York Shooter cert... along with a permit and insurance... but being Im from central NEW YORK.. i can tell you I have shot a lot of shows for family and friends there... i got a permit from local fire company along with a $100 donation to them and a invite to the show
