This is video about fireworks in Hawaii. This time of year after the New Year holiday it makes good political BS to introduce a bill to stop fireworks. Hawaii has been one of my most hardest states to crack on the ATF license. The reason is Hawaii Explosives and another distributor are not selling 1.3 fireworks without you purchasing a display from them. I talked to the guy at Hawaii Explosives two years ago. He and another distributor are trying to control all the pyrotechnics in Hawaii. How Grucci managed to get on Hawaii I have no idea.
One of my subscribers from Hawaii send me pictures of smuggled fireworks hidden in the back of shipping containers. The had foreign labels. LOL If I remember correctly only firecrackers are legal two times a year and you need a tax paid coupon to buy them.

Have you heard the illegal fireworks skyrocketing in your neighborhood?
The Honolulu Police Department has been flooded with complaints about the noise, and now one state senator is speaking out saying illegal fireworks are a problem in Hawaii.

Senator Will Espero says he saw illegal fireworks all over his community on New Years Eve.
He adds smuggling those fireworks into Hawaii has been a problem for years. So how do they get into our state?
Right now, cargo coming from another country is inspected by U-S Customs and Boarder Protection, but Espero says shipments from the mainland are not always looked over.

He says, "only a small fraction of the thousands of containers brought from the mainland are inspected. Only about 10 percent and I'm told of those, the container is not completely inspected."
Espero wants to add another layer of enforcement to make sure the illegal stuff doesn't make it into Hawaii.
His defense? Explosive sniffing dogs.
The pups would check out loads coming from the mainland.
"Today, no containers are inspected when they arrive in Hawaii from the mainland. This would allow us to begin a random inspection program from containers that come to Hawaii. "

Espero thinks the added layer of protection would cost the state about a half million dollars

Explosive sniffing dogs. The pups would check out loads coming from the mainland.
HaHaHa--they would have to be specially trained to sniff out black powder, flash, or star compositions.
We shot a show several years ago at a military base. When we got to the access gate we all had to get out of our vehicles & show our ID's. Then they brought a dog in & ran him around us & over [literally] all the racks and boxes in the equipment trailer. All the product was boxed & barricaded in the front of the trailer as per requirements.....the dog did not "hit" on anything. I asked one of the MP's if it was a drug or explosives dog. He said it was a check for explosives. S.O.P for holiday weekend checks of vehicles coming on the base since there would be a very large crowd assembled to see the fireworks display. We had a good laugh on that one. The dogs are trained to sniff PET and other specific substances--not Black Powder.

I grew up with a person that became a politician, he told me it is good politics to "Introduce Legislation" or "Introduce a Bill". immediately after a politically hot event. What most people do not know is "Introducing" legislation does not make it law. There are many bills that are introduced and never go anywhere. Most people do not know that, it sounds good and down at the Barber Shop the conversation will be "I heard they are going to start checking all those containers etc. 30 days from now this will all be forgotten. This Senator Esparo should run for office in California with that kind of talk. He is going to lose the next election in Hawaii, did you see how many people were shooting fireworks in Hawaii this year? He is going to lose many votes.

If I remember correctly just firecrackers are legal for use in Hawaii and you need a permit to purchase them.
