24 inch shell

I received a communication from Jackson County Missouri about a 24 inch fireworks shell being launched on July 4th near Longview Lake. Any forums members live near this area? Possibly building the shell on site? I will be speaking with them for more information. The communication says they are building the shell on site!!!
