Consumer Artillery Shell supply 2015?

Will the 1.4 artillery shell supply for the 2015 season be affected by the accident that occurred September 22, 2014 at the Nanyang Export Fireworks Factory in Liling city of Hunan China? This area of China was one of the main producers of the consumer artillery shell. The China government reacted by shutting down production of the device in that city and/or limiting production to only factories with advanced fireworks production license.
One of my sources is telling me a large importer of the canister artillery shell in USA was scrambling to move production to another city in China.

.
Since Liling China was one of the largest producers of the reloadable artillery shell, it should be interesting to see if a price increase is inevitable in USA markets. I always find these reloadable artillery shells to be some of the best values in fireworks.

I was told by the guys at Red Rhino/Texas Outlaw that it would only affect the smaller shells (black box and festival balls) and novelty items. We talked about the incident while I was placing an order for New Years. They also told me that cakes wouldn't be affected.
In the first video it actually showed a Texas Outlaw starball contribution at the 7 sec mark and what looks like a black box tube at the 11 sec mark.

I was recently informed by a person in the business (not sure how truthful considering he is out to make a dollar with outrageous prices...LOL) that his father happened to be over there during this incident and he felt there was going to be a significant change and cost in small (1.5-1.75) ball shells until this muck is fixed.

this should only effect production of products from that region. so shells from other regions should not be effected.
We deal directly with a company in the Beihai region - not effected at all
