Colour POP POP FUN Snaps Adult Version

Hello just wondering if these are now illegal in the state of PA. These come in a blue colored cardboard box stating NEW PRODUCTION in the upper left corner of the box. These are 1/2" long red in color,look like a firecracker with no fuse attached but when thrown on the ground sound like a firecracker going off.

theyre same as kellner's "mandarin snaps" and a handful of other names around the country.
they have EX numbers and are now considered fuse-less firecrackers and they are NOT legal in PA . outside of permit / etc .
