This is video of the 1.3 disc you get when you get the Nite Lites catalog. Nite Lites also know as Little China is one of my advertisers on pyrotalk. It is my understanding he will ship 1.3 fireworks to ATF license holder. I am sure the procedure is a little more complex than the 1.4 shipments.

I talked with Nite Lites (Little China fireworks) in Kentucky and they invited me to come down in the spring. I have been wanting to make a trip down to Kentucky to do a video tour of the facility. I will have to let everyone know if and when that happens. We can all meet. I believe the facility is located in Leitchfield.
