hi,
a little information for you
in france, is not necessary to had a licence for buy e-matches,
but I've heard that in usa you need a license to buy? why ?

From what is reported to me electric match or igniters as they are technically know are easy to buy in most countries outside of United States. I am not an expert on this but I believe it is because of the pyrogenic material used in them they are restricted in USA.
United States is different from other countries as far as licensing. In United States, you can get a license to purchase 1.3 fireworks without knowing how to use fireworks. I help people here in United States get a license to purchase 1.3 fireworks and no one really test them to see if they even know how to light them.
If I had to look at the fireworks laws in general, I would say people in Europe can purchase fireworks easier than United States. It is always enjoyable to look at the differences in fireworks laws across the world.

Aux États-Unis, vous pouvez obtenir un permis pour acheter des feux d'artifice 1,3 sans savoir comment utiliser des feux d'artifice. J'aide les gens ici dans les États-Unis d'obtenir un permis pour acheter des feux d'artifice et 1,3 personne n'a vraiment les tester pour voir si elles savent même pas comment les allumer.
Si je devais regarder les feux d'artifice des lois en général, je dirais que les gens en Europe peuvent acheter des feux d'artifice plus facile que les États-Unis. Il est toujours agréable de regarder les différences entre les législations des feux d'artifice à travers le monde.

yes, in France you can buy fireworks all year round, but they are so expensive ....
a brand new fireworks JORGE (poland fireworks brand) arrived in 2012, they are cheaper and some effects are very nice ....

no, actualy you can buy artillery shell pack, but only with a prefectural approval, the reason for this is that young idiots have used 50mm shells against the police ...
but in 2017, it is prohibited to buy shells without qualification C4-T2 level 1 (professional license in France)

Would you say this video is a good representation of fireworks the average consumer can purchase in France? My guess is those big red firecrackers are made with black powder.
Diriez-vous que cette vidéo est une bonne représentation de feux d'artifice le consommateur moyen peut acheter en France? Mon sentiment est que ces pétards grands rouges sont fabriqués avec de la poudre noire.

these firecrackers are made with flash powder ;)
for the 50mm shell, the burst charge is a ammount of flash powder (20 gramms)

Not totally with black powder, the main part of them are make with mix FlashP/BP ;-)
