State certification in West Virginia

I received a question about state certification to shoot firework sin West Virginia. Does anyone have anything to add to it other than the link I found below? Just to refresh everyone’s understanding you do not need any state certifications prior to getting your ATF license to purchase fireworks.

Thats about it to expensive for my blood, 1% of the show for permit fees on a $2000 show I'm not into financing the WV State Fire Marshalls annual BBQ. Just like Ohio to much testing and $$$$ for 2-3 shows I get called for...
