1.4Pro Product for Professional Exhibitions and Transportation Implications

If there is a professional show that is using 1.4pro or even 1.4 product what are the transportation implications?
Are the rules the same as the 1.3 product? CDL with Hazmat or can it be transported by anyone?

At the federal level, If you are in commerce (shooting a show for money) then the 1,000lb rule comes into play for 1.4 product. If gross weight on the vehicle exceeds 1,000 pounds then the driver would need a CDL with hazmat endorsement and the carrier should be registered with the DOT and have necessary insurance. State laws could be more restrictive. Also note that the 1,000lb is gross weight which includes the boxes, packaging, etc. as opposed to net explosive weight limits that govern a lot of 1.3 regulations.
