That really looks like a 1.3 product and I believe it is called Strobing leaves. Let me do a little more research to make sure.

This was probably caused by using the wrong diameter tube for the shell. Definitely a 1.3g shell. That is why you don't light that type of shell in a subdivision. Two words Dumb Ass! These are...
