I have seen and worked with companies will put the mortars ingarbage cans filled with sand or on barges that have dumpsters filled with sand and bury mortars in them. only with larger 8'' to 12''...
I would like to add that there wouldn't have been a problem as far as people getting hit with shells and pieces of the mortars and such if they were not that close. to me the problem was the crowd...
yes you need a local permit to shoot 1.3 in Michigan as far as the insurance goes its not for a professional display for profit so it might not be needed it all is up to the county/city or township...
It looks to me like a shell blew in the mortar blowing apart a rack causing the other shells to ignite and blow all over my best guess as what happened. I had a 10'' blow at the mouth of a pipe last...

Visco usually burns at like 15-20 or so seconds a foot and there is about a foot or so of fuse on a shell so between 15-25 seconds i would guess.
there 2 blue ring shells breaking at different angles that made it look like a cross but they were just rings.
Only if your running an explosives buisness or for commerce you do. for just a backyard hobby no you just need your type 54 and a fireworks permit from the township and or city your shooting in.
