yes you need a local permit to shoot 1.3 in Michigan as far as the insurance goes its not for a professional display for profit so it might not be needed it all is up to the county/city or township...

Visco usually burns at like 15-20 or so seconds a foot and there is about a foot or so of fuse on a shell so between 15-25 seconds i would guess.

Only if your running an explosives buisness or for commerce you do. for just a backyard hobby no you just need your type 54 and a fireworks permit from the township and or city your shooting in.

Its kind of odd cause u are stuck on what pretty much relates to a floating bomb and the only way out is in the water but it a really heart pumping fun way to shoot fireworks. I hope u get a chance...
