Blackpowder, and usually of a pretty crappy quality:). But like you say, these flash salutes are still fairly easy to get anyway, since loads of them are smuggled across the Polish/German border...
These salutes are from Poland, and are very illegal in Germany. German crackers are only allowed to hold a couple grams of blackpowder :).
