I guess these are somewhat "Pyro" related. As they contain black powder in a paper tube These are Civil War era artillery shell paper fuzes. From a package dated 1864. These 5 & 8 second paper time...
I remember once, when I was part of a Civil War Confederate reenactment group, here in Michigan. We used either a reloadable mortar or single shot, to portray an artillery shell burst in the air.
