Depending on what Township you live in, they will require a different amount. Any where i've seen from 1,000,000-5,000,000. You're best bet is to hook up with a local display company, buy the product...
I don't think is was any of the Flame units that started it. I think it was more human error. I.E. fueling the unit on the field.

I have done lots of shows on the water. They can be great.....They can also drive you to drink and lose all your hair. I would go with all cakes at the budget you have. Make sure they are all secured...

It cost $50 for the first time and then $25 every year to renew it. It's a one time test. 25 questions that anyone who reads Delaware firework laws and can pass.

I'm found that most of the time that it's 1/3 of the radius you need for clearance. I.E. 3" shell 300ft=100ft (Give or take)
By reading some of his post, I'm going to say he is most likely a guy we don't want using explosives.
