Good News in Puerto Rico

Now that we are getting comments form Puerto Rico I have good news for those wanting to purchase 1.3 fireworks.
My research is that since Puerto Rico is a territory of United States the same licensing procedure in United States also applies to Puerto Rico. You can obtain a Type 54 and purchase 1.3 fireworks if you meet the same criteria. The contact number for the Puerto Rico office of the Alcohol Tobacco Fireworks & Explosives is 787-773-3300.
