Old Rocket Flare not working

This is video of an old Rocket Flare we took out to shoot. I am not sure of the language. The rocket did not ignite. This is not one of the rockets I talked about in a prior video. I was not sure to do with the video footage so I posted it here on the forums unlisted.

To repeat this is not one of the rockets that will be for sale soon. This is one my friend had.
