Articles of Pyrotechnics Sept 2015

As of September 4, 2015 it looks like Articles of Pyrotechnics continued to be exempt from Federal Explosive Laws and Regulations. Unless you are in the business of manufacture them.

Anyone know if flares, the type that are fired from a flare adapter attached to a 9m/m blank pistol are considered articles of pyrotechnics. They seem impossible to find. They are sold in Canada and Europe. Any U.S. sellers? I know bird bangers are out of the question, anyway I'm trying to locate the flares only. When I bought this gun 7-8 years ago at a gun show, it came in a shoe box with an adapter and 10 flares. This past New Year I used the last of the flares, hence my quest.
