Can I connect a normal Electric Match (Not Talon) to a normal visco fuse using tape?

You can but it may not work all the time or at all. It's better to stick it into quick match then slide the quick match over the visco. Or better.... pull the visco out and shove the electric match right in the hole

I see you are from the United Kingdom. Are you able to purchase quick match without any special licensure?
Here is a technique I observed once. In the video below start to watch at the 2:20 min mark. This may work but not reliable.

What is funny, now that I watch this again, all he had to do was unscrew that Visco fuse. That cake appears to have those adapters. He could have just placed the match directly into the port.
