Why not just destroy the paper tube making business and replace it with this?

It's interesting that the plastic shells actually break better than paper shells. Does anyone know if paper shells are constructed with any consideration to break pattern? I'm thinking of pasting shells and breaking the grain of the kraft paper first. It should be fairly easy to do if they are not already constructed like that.
