I think I talked about this once before. At one time explosives laws were state laws, the Federal Government hands out highway money to the states but they always put stings on the money. That year the sting was to out law M-80 or larger for consumer use or forfeit the highway money. In later years they put strings on the highway money to the states again for lowering the national speed limit to 55 mph back in the 70', they did it again to lower the national drinking age to 21. It would be fun to see a list of demand the Feds placed on the states to change their laws or forfeit the highway money over the years. They will do it one day with guns when they figure a way to do it.
Since the Federal Government can not make state law. The force the state to comply and change the law by threat of cutting the money.
