Around 50 seconds into this video you will see a salute. I will assume the person in the video does not have an ATF license. It looks like this shell is from a fireworks display company in Alaska. In case you did not know all display 1.3 fireworks in United States carry the name of the importer or domestic manufacturer. If a licensed individual sells to unlicensed people you can see how they can trace where the fireworks came from. By the way if you look at that salute it is poorly made.
