I love these things. I want to go to Italy just to play with some of these. Can people get these in the states with a type 54 or are they completely banned?

What is a "type 54"? Cippollas are made by the italian mafia, and they are absolutly banned, even in Italy. But in South Italy you can find them in at each street corner lol
