You have to remember RunBang is from France, he may have no idea who the CPSC is. Consumer Product Safety Commission. The CPSC regulates Consumer Fireworks in United States.
You can see because of France being in close proximity to Spain, those Ricasa products make their way into France. But I suspect this video is from Falles

Issue is also that the Borrachos are actually band in Valencia, also the correct way to use is to hold them in your hand or in a wooden adapter for Borrachos.
