Of all the fireworks holidays around the world I never figured Halloween fireworks in certain sections of Canada. Apparently only common in B.C and Nova Scotia for Halloween. If someone can tell us more about this tradition please do so.
From what I am reading it is a problem in the Vancouver area most likely because of the mischief associated with Halloween.

I lived in B.C. for many many years mid 80's until 2008. The laws have changed a lot out there to the point where in my home town of Chilliwack fireworks are pretty much illegal. Fireworks were always Halloween, and New Years Eve there. I never really knew why, nor did I understand why Halloween was a Fireworks holiday. New Years Eve made sense though.
