Technically, you could purchase an item like this in United States as 1.3 item if it had some color in it. However, all 1.3 products in United States are forbidden to have colorful paper wrappings. All 1.3 products are to have the brown wrapping; occasionally some come through with colorful wrappers but are restricted.

This item is produced in China, Belgium has no factories and it's forbidden to produce fireworks, they can only import from china and others.
Interesting storie about the wrapping Dave, in europe it wasn't a big deal how the wrapper looks until this year(maybe cause of the american influence?)
In Holland they are banning firecrackers that look a like illegal firecrackers though they only contain BP.
