Now we see what the fireworks packaging looks like. Is India restricted to selling shells only if they are included inside of the launching tube? The shells you fired looked like they were made in China. I guess there are some Chinese fireworks products making it into India.
Now that we are talking about three inch shells from China, please watch this video below from United States. I am not encouraging you to take apart any fireworks, but always be suspicious.

The consumer 3 inch shells are sold in launching tubes mortar only,But I have a feeling they sell the display shells as well as long as someone has enough permission.

I find it amazing that Chinese fireworks have not found their way into India. Although you can not rule out that someone in India is importing them and rewrapping them for resale. Are you able to find a website that outlines the laws in regard to fireworks importation in India. I believe I saw somewhere they may be importation tariffs in India for fireworks coming from China.

Standard fireworks from India does say that its in technical collaboration with Standard of China. However, Chinese fireworks are officially banned in India. Import requires special permission from Explosives department of Nagpur. In Commonwealth games held earlier fireworks from China were imported after permission.

I wont deny that illegal fireworks have gained entry into the Indian market. However, they are limited to few roman candles, cheap guns and their ammo etc...

Getting shells illegally is difficult or nearly not possible as they will get held up at customs.
