It's done all the time. You'll find theres no such thing as a consumer permit. Fireworks are fireworks and municipalities won't care if it is 1.3 or 1.4. Every AHJ wiil be a little different in their requirements. Call the municipality you want a permit for and ask what the requirements are. Most will require at least 1 million in liability insurance.

Call one of the fireworks insurance companies and write a big fat check out. Some people claim if this is at your house you may get your homeowners to cover it. I've never had any luck with that.

Tanner, Your asking a loaded question. Insurance is based on a lot of different variables. My best guess based on what you have described as your shoot area would be 3-5k. If you find it cheaper let me know?

I know from what my home insurance company told me. If I have a party at the house and doing some fireworks and something happens that causes some fire damage to the house. As long as it was not intentional it will be covered by the home insurance policy

taner - pm me - I will give you my number and we can talk.
I know a guy in your general area that gets a permit - what he has to do - i don't know - but I can try to find out.
Things are just a little more complicated than what can be written on here.
